Renting a garden shed to live purposes?

In my backyard in California I have a garden shed in the backyard of my house that someone offers to rent a place to sleep. The garden shed has no bathroom and no windows. The floor is cement rugs.It has electricity and a heater and a door with a padlock. Is it illegal to rent a garden shed? The person concerned is a child of 20 years of age. She does not cook. She says that she can use the bathroom in the house. I'm sorry enough for the girl who would be unwilling to charge to live in the shed at all.

I seriously doubt ….. There are no sanitation facilities or bathing facilities. No way to cook! … If the girl is homeless why do not you help to find a way to help itself.?
