Black mountain bike rims are rusted. How I can fix it?

I have a greater economic mountain bike. It has been abused a bit .. left in a garage a few years, got sent around the country, and was then stored in a shed and a balcony of one year and a half. My rims are rusted. I used steel wool to take off a lot of rust. I'll try some more fine grade now or maybe some CLR. What I would like to know is …. on the edge where the brake pads to grip, what used to be black there and many of them have disappeared. I would like to fix that .. whether to return to painting, or spray paint .. I do not want to spend so much money, because the bike is just a cheap … but I need something to cart around that does not look like an ugly rust bucket. What product can I use to make my tires black again? (No, I do not want to buy new tires or a new bike …)

the sand just outside the rust, and the first of the edges with a black primer (bad weather) and then put a top coat of paint on them (also weatherproof).
