What if the Task Manager, CPU usage shows red and green bars?

In the Task Manager (which is obtained after press Ctrl + Alt + Del) in most of my PC, even if the CPU is running at 100%, the bars that show this are all green. With one of my PC yet bars often appear red, sometimes they are all red. I do not know why this happens! Can anyone shed some light on it for me? Is there something wrong with my PC?
